Concerned over the dramatic deterioration of the state bankroll, currently hovering at a $55.3 million deficit for the fiscal year, members of a legislative budget panel renewed demands that Gov. John Carlin immediately implement further state budget restraints. Carlin already had mandated 4 percent cutbacks in federal spending when it had appeared the shortfall would run about $47 million.
