There was a rising sentiment favoring local laws to control the indiscriminate sale of handguns. Local dealers said handgun sales had been on the rise here. Some cities in Kansas already were passing laws restricting sales, at least for 48- and 72-hour periods to cut down on “hothead” purchases.
