Arguments about the congressional reapportionment case ended in court in Topeka and Chief Judge James Logan of Olathe, a member of the 10th U.S. Court of Appeals in Denver, said the panel hoped to announce a decision in about a week. The other judges were Richard Rogers and Patrick Kelly. Local opinions still varied on whether Douglas County should remain in the Kansas City-oriented 3rd District or move to the Topeka-centered 2nd.
Negotiators for the city and the local police said that because of differences it would be impossible to reach accord on a pact for the coming year by the June 1 deadline. Arbitration by outsiders seemed likely.
The city-county planning commission voted unanimously to initiate action to correct some perceived inconsistencies between the city’s comprehensive guide, Plan ’95, and plans approved to six neighborhoods and the county in general.
