From the Lawrence Daily World for March 7, 1907: “A great deal of pleasure has been expressed over the fact J.H. Orr will be a candidate for election to the city council from the Fourth Ward, subject to the Republican primaries. Most agree he is an excellent candidate with a good record and the ability to help manage local affairs. : The legislature has made it possible for Lawrence to hold a special election to adopt the city commission form of government if it wants to but it is doubtful that such an election is in the near future.”
