Saying the city had violated a resolution governing labor relations, the Lawrence Police Officers Assn. refused to sign a work agreement approved by the City Commission. According to Gary Sampson, LPOA president, the group voted unanimously not to sign the two-year work agreement “at this time.” He said some fine-tuning would be “absolutely necessary.”
