Local officials were investigating the case of a 14-year-old girl who had given birth to a child and in a panic had abandoned the baby under the porch of a home here. Welfare officials said nobody had contacted them for help and that the girl apparently had decided to “go it alone.” Welfare people stressed that there were provisions to handle such cases if they could be contacted and given a chance to help.
