Jim Slattery, Topeka Democrat seeking the Kansas 2nd Congressional District nomination, lost no time in campaigning in Douglas County, newly added to his district. He was here on filing day, trying to lay groundwork to cope with five GOP candidates, including Morris Kay, of Lawrence, the state GOP chairman. Current representative Jim Jeffries, R-Atchison, had chosen not to seek re-election in the new district.

In the Kansas attorney general’s opinion, Lawrence city commissioners would violate the state’s open meetings law if they went on a retreat in the Colorado mountains to discuss city business. Attorney. General Robert Stephan said public meetings, such as those by the League of Kansas Municipalities, were OK as long as no city business was discussed. But he said a retreat appeared out of order because such discussions almost certainly would occur.
