City budget cuts lead to second layoff

Commissioners to discuss finances next week in study sessions

One more city employee has lost a job as the result of budget cutting at City Hall, but City Manager David Corliss is hopeful that other layoffs won’t be needed.

Corliss confirmed that the city has laid off the personnel training specialist as part of its efforts to cut approximately $3.5 million from the current budget. And Corliss said he hoped the latest layoff would be the last, although he wasn’t certain.

“I do not anticipate making additional layoffs at this time; however, we are monitoring revenues and expenditures to determine whether that will be necessary,” Corliss said in an e-mail.

The layoff comes after the city confirmed last week that it had eliminated Kevin Doyle’s Infrastructure and Development Coordinator position for budgetary reasons.

Corliss did not release the name of the individual who held the personnel training position. But the Journal-World confirmed the position was held by Myra Greenberg, who joined the city in 2005. Her position was responsible for providing training to department heads on how to best train their employees for a variety of tasks. Greenberg also oversaw several other general training programs for city employees.

Corliss said the two positions would be eliminated for the remainder of this year and would not be included in the 2008 budget. The personnel training position had a salary of $48,000 per year, while the infrastructure position had a salary of $76,000 per year.

Corliss said existing staff members in various city departments would be asked to handle the major responsibilities of the positions.

“I have confidence that we’ll be able to accomplish the critical city functions that are important to the community and the commission, and we’ll work on other administrative duties as we have a chance to work on them,” Corliss said.

City commissioners will be briefed by Corliss on budget cuts that have been made or still could be made at a pair of study sessions next week at City Hall. Commissioners will meet from 3 p.m. to 5:30 p.m. Monday and from 9 a.m. to 11:30 a.m. Tuesday to discuss the 2007 and 2008 city budgets.

During the budget hearings, commissioners will hear from all department heads in the city about their budgetary needs.

Monday’s hearing is expected to include discussion of whether the city wants to provide more funding to the city’s public transit system. In a memo Friday afternoon, the city’s public transit administrator said cuts to service hours, elimination of Saturday service and a reduction in routes likely would need to be considered if more funding isn’t provided to the department.

Funding requests from the fire and medical department and Lawrence Public Library also will be discussed Monday.
