No-parking zone to be discussed

Bottom line

City commissioners will consider establishing a no-parking zone on the east side of Wisconsin Street from Sixth to Seventh streets.


The Traffic Safety Commission recommended the change on a 6-1 vote at a previous meeting. One traffic safety commissioner voted against the request because he said it appeared that only one neighborhood resident was seeking the no-parking zone.

Consent agenda

¢ Receive minutes from various boards and commissions.

¢ Receive second quarter report for Downtown Lawrence Inc.

¢ Approve all claims.

¢ Approve licenses as recommended by the Department of Administrative Services.

¢ Bid and purchase items:

a.) Approve purchase of one walk-behind concrete saw for the Utilities Department to the low bidder, United Rentals, for $15,662.23.

b.) Award lump sum contract of $682,413.78 to R.D. Johnson Excavating Inc. for Oregon Trail Park benefit district improvements. c.) Award contract of $57,497.57 to R.D. Johnson Excavating Inc. for pavement replacement on Fourth Street from Michigan to Maine streets.

d.) Authorize the city manager to execute a contract with Kansas Engineering for engineering services as part of the Clinton Water Treatment Plant expansion, in an amount not to exceed $100,000.

e.) Authorize the city manager to execute a preliminary contract with the CAS Construction/Professional Engineering Consultants design-build team in the amount of $315,000 for the preliminary design and submission of a guaranteed maximum price for construction of the West Baldwin Creek sanitary sewer projects as directed by the City Commission on April 17.

f.) Approve replacement of utility payment processing hardware to NCR for $23,887.

g.) Authorize advertisement of a request for proposals for investment advisory services.

¢ Adopt on first reading Ordinance No. 7923 providing for the rezoning of Glenwood Addition, 12.465 acres from urban reserve district to multidwelling residential district. The property is at the southeast corner of Wakarusa and Eisenhower drives.

¢ Adopt the following ordinances on second and final reading:

a.) Ordinance No. 8126, providing for court costs for supervised probation, fingerprinting and incarceration, amending Section 12-105 of the City Code.

b.) Ordinance No. 8127, removing the yield signs on Ponderosa Drive at 24th Street and installing stop signs, if appropriate.

c.) Ordinance No. 8121, establishing the maximum assessments for the improvements at Kansas Highway 10 and O'Connell Road, specifically the construction of turn lanes on K-10 at O'Connell Road.

¢ Adopt the following resolutions:

a.) Resolution No. 6729 authorizing the initiation of condemnation proceedings to acquire needed property interests for the construction of Stoneridge Drive, south of West Sixth Street.

b.) Resolution No. 6728, authorizing the issuance of general obligation bonds for sidewalk improvements and traffic-calming devices.

¢ Approve amendments to Chapter 20 of the Development Code to correct inconsistencies since adopted. Specifically, this amendment is to add an exception for signs in yards and setbacks.

¢ Approve unanimous recommendation from the Traffic Safety Commission to deny request for an all-way stop at Seventh and Lyon streets.

¢ Approve recommended discount transit system pass program for Kansas University for Aug. 1, 2007, through July 31, 2008.

¢ Authorize the mayor to sign releases of mortgage for:

a.) Roxanna and David Jones, 501 N. Second St.;

b.) Theo Penny, 1636 W. 19th Terrace; and

c.) Alice Hart, 1900 W. Third St.

¢ Receive city manager's report.

¢ Consider recommendation from the Traffic Safety Commission to establish no parking along the east side of Wisconsin Street between Sixth and Seventh streets.

¢ Receive request from KU to build a boathouse in Burcham Park.

$315,000 for a consultation that's only goal is to ensure that the estimate given will be the maximum amount. How much goes into Corliss' pockets?
