The Kansas Board of Regents and Gov. John Carlin agreed on the general terms of spending reductions at the seven regents schools, but apparently they had locked horns on the specific issue, raised by Carlin, of whether a portion of faculty salary increases should be deferred to save the state money during the current period of revenue shortfall.
