Property tax relief for Lawrence residents with more input from Kansas University was a key to enabling Lawrence to become a higher-quality community, city manager Ray Wells explained. He pointed out that much of the university property was tax-exempt and yet the city had to pay for services and facilities to the school such as fire and police protection and water and power entities. He said Lawrence badly needed more infrastructure money from the campus.
