New Horizon 2020 chapter on this week’s agenda

Bottom line

City commissioners will consider approving a new industrial and employment-related land use chapter for Horizon 2020, which is the city and county's long-range plan.

Background

Among other items, the new chapter includes a map outlining general areas for future industrial parks. Among the areas shown are areas near the Lawrence Municipal Airport; the former Farmland Industries site; property near the intersection of Sixth Street and the South Lawrence Trafficway; two areas east of Eudora; and two areas west of Baldwin City.

The map has long been approved by the Lawrence-Douglas County Economic Development Board, and both city and county commissioners previously have informally signed off on it.

Consent agenda

¢ Approve City Commission meeting minutes from June 26 and July 3.

¢ Receive minutes from various boards and commissions.

¢ Approve all claims.

¢ Approve licenses as recommended by the Department of Administrative Services.

¢ Adopt on first reading Ordinance No. 8126, providing for court costs for supervised probation, fingerprinting and incarceration, amending Section 12-105 of the City Code.

¢ Adopt the following ordinances on second and final reading:

a.) Ordinance No. 8123, amending Section 17-502 of the current City Code pertaining to the designation of trafficway connections and repealing the existing section.

b.) Ordinance No. 8124, establishing no parking the south side of University Drive between Brittany Place and Crestline Drive.

c.) Ordinance No. 8122, establishing a stop sign on East 23rd Street (County Road 442) at Noria Road.

¢ Approve, subject to conditions, Joyce Construction Corp.'s site plan for the construction of two, one-story office/warehouse structures located at 908 N. Iowa. Submitted by Allen Belot Architects for John J. Joyce III, property owner of record.

¢ Authorize the mayor to sign a release of mortgage for Manual Mendoza, 814 N.J.

¢ Receive city manager's report.

Regular agenda

¢ Consider adopting on first reading joint City Ordinance No. 8097 and a county resolution to replace Chapter 7 Industrial and Employment Related Land Use, in Horizon 2020 with a revised "Chapter 7 - Industrial and Employment Related Land Use in Horizon 2020, CPA-2004-02 Edition," and repealing the existing chapter.

¢ Consider recommendation from the Traffic Safety Commission to remove the yield signs on Ponderosa Drive at 24th Street and install stop signs, and adopt on first reading Ordinance 8127, to remove the yield signs on Ponderosa Drive at 24th Street and install stop signs.

¢ Consider request to waive bidding requirements for Oregon Park Benefit District improvements.

¢ Conduct public hearing to consider Ordinance No. 8121, establishing the maximum assessments for the improvements at Kansas Highway 10 and O'Connell Road, specifically the construction of a left-turn lane for westbound and right-turn lane for eastbound K-10 traffic at O'Connell Road.

¢ Receive general public comment.

¢ Consider motion to recess into executive session for approximately 30 minutes to discuss matters deemed privileged in the attorney-client relationship.

"City commissioners will consider approving a new industrial and employment-related land use chapter for Horizon 2020, which is the city and county's long-range plan."

What's the point? It'll just be ignored whenever it's inconvenient to the plans of one of the developers who bought the seats of the majority of current commissioners. Why can't they just be honest, and do away with H2020 altogether?
