Democrats and Republicans were grilling each other in Topeka about the ways to handle congressional redistricting and which counties should be where. It seemed likely Douglas County would wind up in the 2nd Congressional District.

Kansas University was being hit hard in the pocketbook by the winter’s version of the Siberian Express. Bitter cold and recent rate increases were due to leave KU about $750,000 short in funding for utility bills by the end of fiscal year 1982. KU was planning to ask the 1982 legislature for funds to close the gap.
