Experts advised local citizens to avoid trying to "shake" heavy ice coatings from trees for fear of breaking limbs. An overnight storm had caused serious icing on trees although the traffic situation did not prove to be serious.
The Chase Manhattan Bank cut its prime rate on business loans to 5.5 percent from 6 percent. The stock market rallied in response after news of the move.
