A majority of Lawrence city commissioners said they did not think a new Wal-Mart discount store due to be built near 27th and Iowa would have a negative effect on downtown retail expansion. But Commissioner Don Binns had reservations, saying he thought the store would hurt retail shopping for downtown. “I have serious doubts whether the complete downtown plan (under discussion at the time) will ever materialize,” Binns said.
