A Lawrence man who had been waging a one-person war against the city’s 50-cent storm water drainage fee was due to take his case public. E.R. Zook was gathering signatures on a protest petition to force an election on eliminating the fee.

Year-end financial reports showed that candidates for the school board in the past April election had run extremely frugal campaigns. Their combined total was only about $2,500, and one winner, Bob Davis, did not spend a cent. He had since resigned from the board and moved to Liberty, Mo.

The number of local young men registering for the military draft was due to increase following President Reagan’s announcement that he wanted to continue the registration process and would prosecute those who failed to registered under existing law. At present, the local registration rate was about one per week for new 18-year-olds.
