The city was considering the prospect of getting public opinion on a nuclear freeze through a nonbinding question on the November ballot. The city staff had been told to draft a resolution stating the city would “sponsor an independent polling of voter opinion” in November. Petitioners had been unsuccessful in getting the issue formally on the general election ballot.
