Democrat Jim Slattery of Topeka and Republican Morris Kay of Lawrence, both former state legislators, squared off in a debate here in their bid to represent the newly oriented Kansas 2nd District. Both agreed that the state of the economy was the No. 1 issue and that they supported a balanced federal budget.
