Gov. John Carlin, speaking in Lawrence, blasted the 1982 Kansas Legislature for what he said had been “legislative inaction.” He said, “It’s not a very realistic approach that legislators have been taking.” The remarks came during an address at the 10th annual Kansas University Broadcast Journalism Seminar.

Divers recovered the body of an Olathe man who was the second victim of a recent boating accident at Clinton Lake. A man and his son-in-law, the latter from Kansas City, had been the victims.

About 29,000 people braved temperatures in the 35- to 40-degree range for the opening home baseball game of the Kansas City Royals against Detroit. Kansas City won the opener, 4-2, somewhat lessening the sting of the cold.

Marci Francisco was re-elected as mayor of Lawrence. She was the first person to serve consecutive terms since the early 1960s. Nancy Shontz became vice mayor.
