Kansas Board of Regents officials said the state board of education did not have authority to impose admission standards on regents institutions’ teacher certification programs. In an action aimed at repealing those standards, the regents called for the board of education to change its newly approved guidelines. They included a minimum 2.5 grade average (on a scale of 4.0) that the education board had set for admission into teacher certification programs at colleges and universities.
