In what some veteran observers called the most extensive series of executive sessions in memory, the Lawrence City Commission had closed the doors on the public 11 times during the 17 regular meetings held since the new commission took over in April. And although a controversy over development of the Bluffs area at Sixth and Iowa had dominated nearly half of the closed sessions, the legal issues surrounding the controversial 5-acre tract remained unresolved.
