Consultant to help write ‘old-style’ codes

The city will soon hire a consultant to help it write new codes allowing developers to build neighborhoods in a more old-style way.
At their Tuesday evening meeting, commissioners unanimously agreed to negotiate a contract with PlaceMakers, a consulting firm that specializes in helping communities develop codes to allow for "new urbanism" developments.
The cost of the study likely will be $200,000 to $250,000. For that price, the consulting firm will conduct a charrette, or design period, from Jan. 31 to Feb. 6 with city leaders, developers and the general public.

What is that big new retail project on west 6th called? New Urbanism? Is it not “New Urbanism”? Construction should start soon I'm thinking.
From what I read online I'd say it was not.
