A Kansas Senate panel endorsed a bill that would allow Lawrence to finance a major development of its central business district.

The Kansas House, with one vote to spare, passed Gov. John Carlin's proposed severance tax on five minerals after having given it much stronger support in a preliminary vote. The measure was expected to pass the Senate, giving Carlin just what he had been working for.
