From the Lawrence Daily World for March 6, 1906: “At last night’s school board meeting Supt. Smith denounced high school fraternities as demoralizing and undemocratic and called for them to be outlawed. : The city council has passed a new vagrancy law to cut down on panhandling and loitering nuisances on the street and there is now an ordinance prohibiting boys under age 16 to frequent pool halls.”
