Topeka officer faces 2 misdemeanor charges in jail scuffle

? A veteran police sergeant faces two misdemeanor charges over a scuffle with an inmate in April at the Shawnee County Jail that was recorded by a surveillance camera.

A Shawnee County District Court grand jury Tuesday indicted Sgt. Stephen Thompson on one count of mistreating an inmate and one count of battery. Thompson was booked into jail Tuesday evening but released minutes later.

The police department placed Thompson, who joined the force in 1994, on paid administrative leave soon after the incident triggered an internal investigation into whether he used excessive force against inmate William James Bell.

Bell had been arrested for disorderly conduct and interfering with a police officer, charges to which he later pleaded guilty in municipal court.

The internal police investigation concluded that Thompson violated the department’s policies during the struggle.

The scuffle happened in a holding area just off a garage, where suspects are taken by police after their arrests. People wait there until they can be escorted to an adjacent room for a pat-down search, and a camera constantly records what occurs.

The jail has 557 beds in its adult section and 70 beds in its juvenile facility.

The surveillance camera recording, without any sound, showed the sergeant trying to move Bell into a chair.

Bell’s arms remained behind his back, and his hands were covered by a jacket, so that it wasn’t clear whether he was handcuffed.

When Thompson tried to guide Bell to the chair, Bell appeared to stiffen and turn toward the sergeant. Then, the recording showed Thompson shoving Bell into a doorway and to the ground.

It wasn’t clear whether Thompson struck Bell while he was on the ground, because Thompson’s back was to the camera.
