Bottom line

Commissioners will consider a preliminary development plan and rezoning issues for Prairie Wind Single Family Homes, a 3-acre development of 17 single family homes at 2620 Haskell Ave.


The Lawrence-Douglas County Planning Commission has approved the project. But neighbors have expressed concerns about the density of the project and how it would fit into the existing neighborhood.

Consent agenda

¢ Receive minutes from various boards and commissions.

¢ Approve all claims.

¢ Approve licenses as recommended by the Department of Administrative Services.

¢ Bid and purchase items:

a.) Award bid to replace the basketball goals at Holcom Center to the low bidder, Athco, for $22,590.

b) Approve purchase of 80,000 pounds (six month supply) of Nalcolyte 8186 polymer from Nalco Chemical Company for $52,320.

c.) Approve disposal of obsolete Oce copy machine through a recycling firm.

¢ Approve the following:

a.) Use Permitted upon Review request for a 150' monopole cellular tower and equipment shelter, located at N. McDonald Street and I-70.

b.) A site plan for Lawrence Board of Realtors site improvements to 3838 W. Sixth Street.

c.) Hierarchy of Plans, as recommended by the Planning Commission.

¢ Receive proposal from The Lawrence Art Guild Association for shared use of the Carnegie Building; refer to The Lawrence Arts Commission and staff for review and comment.

¢ Direct staff concerning assessment method for Resolution No. 6656, ordering the improvement of Stoneridge Drive south of West Sixth Street.

¢ Consider accepting dedication of easements and rights-of-way on the following plats:

a.) Final Plat for Lawrence Memorial Hospital Addition. This proposed addition contains approximately 23.860 acres.

b.) Final Plat request for Elsie Hemphill Addition, a replat of Tract D, Evergreen Addition, at 1900 Learnard. This proposed three-lot residential subdivision contains approximately 1.591 acres.

¢ Consider the following items associated with Prairie Wind Single Family Homes, 2620 Haskell Ave.:

a.) Preliminary Development Plan for Prairie Wind Single Family Homes. This proposed planned residential development contains approximately 3.04 acres and proposes 17 single-family detached homes.

b.) A request to rezone a tract of land approximately 3.04 acres from RS-2 (Single Family Residential) District to PRD-1 (Planned Residential Development) District.

¢ Conduct public hearing and consider approving the placement of the structure located at 820 N.J. on the Lawrence Register of Historic Places.

¢ Consider the following items related to the 800 Pa. redevelopment project.

a.) Hold public hearing on Comprehensive Plan Amendment (CPA) to Horizon 2020, Chapter 6, to address mixed use development in redevelopment areas.

b.) Establishment of a Zoning Overlay District for the 8th and Penn Neighborhood Redevelopment Zone. The property is generally described as being located between Eighth and Ninth streets and New Jersey and Delaware streets.

c.) A request to rezone a tract of land approximately 0.541 acre from M-2 (General Industrial) District to C-5 (Limited Commercial) District, and 4.0 acres from M-3 (Intensive Industrial) District to C-5 (Limited Commercial) District.

c.) Final Plat for Eighth and Pennsylvania Redevelopment. This proposed redevelopment contains approximately 4.541 acres.

d.) Consider request for city assistance for infrastructure improvements related to this proposed redevelopment.

¢ Receive direction from City Commission regarding the 2007 budget.
