The Kansas City men had been arrested and charged in connection with the rape and torture of an unidentified woman who officials believe was killed at Perry Lake about 10 days earlier.

Seeking a total of nearly $250,000, 22 agencies presented requests to the Douglas County Commission for a share of the 1982 federal revenue-sharing funds.
