A state legislator from Topeka had dropped his proposal to place Washburn University under Kansas University’s control, but he still wanted to take the Topeka institution into the state’s higher education system. He was Rep. Bill Bunten, R-Topeka, KU alumnus and a strong proponent of Washburn’s being a state rather than a municipal school.
