Local employment in federal, state and local government jobs was only beginning to show signs of the nationwide slump in government employment reported by the Bureau of Labor Statistics. More inroads were predicted after the first of the year.

Gov. John Carlin was due to recommended a 7.5 percent pay increase for classified state employees when he delivered his message to the 1982 Kansas Legislature.
