John Conard, executive officer for the Kansas Board of Regents for the past five years, announced he was resigning to take a job with two related student assistance foundations. Conard, 60, was to join the staff of the Higher Education Assistance Foundation and the Higher Education Loan Program of Kansas Inc. Conard’s state salary had been $46,000 a year and was due to be about the same for his service in the new positions.
