Local resident Mark Kaplan asked the Kansas attorney general to investigate violations of open meetings laws by members of the Lawrence City Commission, principally Barkley Clark. Kaplan was newly appointed to the city’s Community Development Block Grant Advisory Board. Clark, meanwhile, had complained about occasional informal gatherings by Mayor Marci Francisco and Commissioners Nancy Shontz and Tom Gleason, which he said constituted closed meetings with a quorum. The three denied they had conducted any city business at the mayor’s office at city hall.

County and township officials continued to work on roadways that had been damaged by the recent heavy rains which in some cases had measured up to 8 inches and had caused substantial flooding and erosion. The wet summer period had caused a variety of problems, particularly for farmers needing to get into their fields.
