The East Lawrence Neighborhood Assn. was proposing that nine city-owned vacant lots in the 800 block of Pennsylvania, originally purchased as part of the right-of-way for the Haskell Loop highway project, be made available for residential or commercial development. Commissioner Nancy Shontz said she supported the concept as a way to boost the neighborhood and increase the city tax base.
