Gov. John Carlin complimented state agencies for holding the line on their budget requests for the next fiscal year but hedged on questions about whether Kansans faced possible tax increases. Carlin had stressed that budgetary belt-tightening was vital and that emphasis would be on lower spending and greater efficiency in the coming budget.
