Senators gave first-round approval to a bill requiring all minors to wear seat belts or ride in special safety seats.
Also:
— A House committee had a hearing on a bill to require abortion clinics to be regulated by the state Department of Health and Environment.
— A Senate committee heard testimony in favor of expanding the state’s anti-discrimination laws to cover gays and lesbians, but one opponent called homosexuality “a monstrous sin.”
