Gen. Maxwell Taylor, former U.S. ambassador to Vietnam, said in a talk here that the Vietnam War was a guerrilla action comparable to the Quantrill Raid on Lawrence in 1863. He said the United States was having severe problems adjusting to the non-conventional operation. He added, however, that the South Vietnamese were steadfast in their desire to thwart communist aggression and that he saw reason to believe they would be successful.
