Federal regulators on Friday eased rules governing high-speed Internet services offered by phone companies, saying they hope it will speed Internet growth.

The Federal Communications Commission’s 4-0 vote means that phone companies delivering Internet access via digital subscriber lines, or DSL, eventually no longer will have to lease access to their networks to competitors at deep discounts.
