  • A proposed amendment to the Kansas Constitution banning gay marriage cleared the House and moved to an uncertain fate in the Senate.
  • Gov. Kathleen Sebelius said she is disappointed progress has stalled in the House on a bill lowering college tuition for some illegal immigrants.
