Sebelius against proposal delaying state employees’ raises

? Gov. Kathleen Sebelius today lambasted a new Senate school finance proposal that would be partially funded by delaying a payraise to state employees, including those at Kansas University.

“I’m not at all enthusiastic about the plan that is being put forward,” Sebelius said during her weekly news conference.

The proposal by state Sen. Dave Jackson, R-Topeka, and several other Senate Republicans, would provide $35 million in increased funding to the $2.6 billion school finance system.

Part of that increase — $10.5 million — would be funded by delaying a proposed three percent pay raise for state employees from July until Nov. 7.

Sebelius said the plan failed to address critical needs for schools, and its funding sources were unfair.

“I think it’s somewhat ironic that the Senate would suggest paying for a K-through-12 education program by taking money out of the regents schools. That doesn’t seem to me to be a very pro-education stand.”

She noted that under her budget proposal, the three-percent payraise was funded through savings from the regents schools and other state agencies.

“It seems particularly unfair to take the savings that agencies have achieved … and shift it into other areas,” she said.
