Lawrence city commissioners on Tuesday gave preliminary approval to an ordinance rezoning 11.76 acres at 19th and Delaware streets for a 37-home development.

Some neighbors opposed the development, saying they prefer the land be used as a park. But commissioners said the proposal was a good example of “infill” development that prevents sprawl.

Commissioners voted 4-1 for rezoning, with David Schauner opposed.
