The Lawrence City Hall project seemed likely to lose at least a month of prime construction weather even if voters on Aug. 1 approved bonds for the building, according to Mike Wildgen, assistant city manager. Wildgen said a scheduled bid opening for foundation work probably would be postponed because of the bond election, which had been forced by a citizen petition drive.

The U.S. Supreme Court by a 5-4 vote ordered a California medical school to admit Allen Bakke, ruling he had suffered illegal discrimination because he was white. Experts said it was a challenge to the school’s controversial “quota system.”
