From the Lawrence Daily World of Jan. 3, 1902: “A movement to have a separate judicial district for Douglas County is one that ought to receive serious consideration. Franklin and Douglas counties are so antagonistic that it is a grave question whether this division ought not to be made in any event. … The two counties with interests so diverse ought not to be bound together on anything.”
