Robert Lee Horton, the Topeka man who helped found a group dedicated to alerting police to suspicious activity, was elected by group members to his leadership role of National Commanding General. Also, Horton’s group, the U.S. National Patrol, has invited Kansas Atty. Gen. Phill Kline to speak at its first annual national meeting.
