Olin: Officers followed pursuit policy in fatal chase

Lawrence police officers involved in Tuesday night’s chase that ended in the death of a 56-year-old Lawrence woman followed the department’s pursuit policy to a T, according to Police Chief Ron Olin.

An officer first tried to pull over 19-year-old Nam Ouk Cho about 6:15 p.m. in the area of Ninth and Maine streets, after reports of the suspect driving into oncoming traffic on Massachusetts Street.

Olin said the suspect had been driving erratically on sections of Interstate 35, Interstate 70, Kansas 7 and Kansas 10 highways.

Two officers were involved in the chase — with the driver reaching estimated speeds of 80 mph — before slamming into a car driven by Judith Vellucci at 31st Street and Nieder Road, killing the Lawrence woman instantly.

“By the time the officers and the suspect’s vehicle turned onto 31st Street, our officers were slowing down and had backed off to the point that they had lost sight of the vehicle and only after a period of time came up on the accident that had occurred at 31st and Nieder,” Olin said.

Olin said his department reviews its procedures and policies every two years or during any event that occurs.

“Certainly that’s going to be looked at. But the most important thing is we have reviewed the tapes,” Olin said. “We have interviewed the officers and the people involved. The policy as it is written was strictly adhered to.”

The suspect, from Lee’s Summit, Mo., suffered minor injuries in the crash. He was booked into the Douglas County Jail Tuesday night on suspicion of reckless second-degree murder.

The Douglas County District Attorney’s office has requested more time to file formal charges. The suspect is expected to make his first court appearance Thursday.
