According to city code, a cat on the property of its owner or keeper is not deemed to be running at large, so it doesn’t have to be leashed, said Assistant City Manager Dave Corliss.

But if the cat leaves the property, it must be on a leash or chain, within a fence enclosure or on an electronic collar.

The code also applies to dogs.
