City OKs license, avoids landlord-tenant spat

The Library Bar and Grill received its drinking establishment license from the city Tuesday, despite opposition from the business’ landlord.

Carol Francis, owner of the building at 729 Mass., said the establishment formerly Brown Bear Brewery had caused extensive damage to the historic building and created a trash nuisance in the neighborhood.

“Please deny this liquor license,” she said. “I can’t afford to have this business as my tenant.”

Shawn Schlegel, The Library’s proprietor, said his business had survived multiple state- and city-ordered inspections, as well as a lawsuit by Francis to force him out.

“All the problems in that building cannot stem from me,” he said. “The building is 141 years old.”

Commissioners approved the drinking establishment license unanimously.

“It’s clearly a landlord-tenant issue,” Commissioner Jim Henry said, “and that’s not something for the city to judge.”
