Commission considers amending fireworks regulations

Lawrence city commissioners will consider and discuss possible amendments to city laws governing fireworks use.

Background

Commissioners have been considering a ban on Fourth of July holiday fireworks for several months, but a fireworks lobbying group in the county has proposed a compromise that involves their selling fewer fireworks and promoting a public safety campaign.

Commissioners expect the topic to draw enough interest that they’ve decided comments from the public will be limited to three minutes per person.

Bid and purchase items:

Approve low bid from Fire Facilities, Inc/J.P. Construction in the amount of $17,965 for repair of the drill tower facility at 1931 Haskell Ave.

Authorize the city manager to enter into a contract with the low bidder, JayHawk Millwright, in the amount of $19,450 (includes equipment and labor; Utilities will supply the replacement materials) for Kaw Clarifier Bearing Rehabilitation project.

Approve low bid from CAS Construction, in the amount of $3,229,000 for Lime Residuals Processing Facility.

Approve brick street repair for the 900 and 1200 blocks of Rhode Island Street, 900 block of Louisiana Street, 1200 block of New York Street and the 1000 block of Ohio, Section 1, 2 and 3 to Penny Construction Co. Inc., in the amount of $36,344, and Section 4 to Kansas Heavy Construction, in the amount of $38,663.

Adopt the following ordinances on first reading:

Rezoning 1.5783 acres to single family residential district, located south of Peterson Road on the west side of Monterey Way.

Annexing approximately 11 acres generally located south of West Sixth Street, west of Queens Road. This tract was approved for annexation earlier but held until a noncomplying billboard was removed.

Adopt the following ordinances on second and final reading:

Prohibiting parking on the south/east side of Edgehill Drive northeasterly 270 feet east of Louisiana Street.

Allowing the possession and consumption of alcoholic liquor at the Prairie Park Nature Center from 5 p.m. to 11 p.m. Nov. 1. Alcoholic beverages will not be sold at this event.

Declare surplus property and establish Saturday as date for Evidence/Found Property auction. The auction will begin at 10 a.m. at the Traffic Division garage, Sixth and Mississippi streets; public view begins at 9 a.m.

Approve the following site plans subject to conditions:

Site plan for contractor office/shop; Lot 2, Polk Subdivision, 11th Street, east of Haskell Avenue.

Site plan for contractor office/shops; Lots 3 and 4, Polk Subdivision, 11th Street, east of Haskell Avenue.
