W. Keith ‘General’ Weltmer

? Services for W. Keith “General” Weltmer, 89, Salina, will be at 10 a.m. today at Ryan Mortuary in Salina. Burial with military honors will be in Mission Hills Cemetery in Smolan.

Mr. Weltmer died Monday, Oct. 14, 2002, in Salina.

He was born July 30, 1913, in Hiawatha. He graduated from Highland Junior College, Washburn University and Kansas University.

Mr. Weltmer enlisted in the Kansas Army National Guard in 1930 and served for six years in World War II. He re-entered the guard in 1948 and completed 43 years of service, retiring in 1973 as a brigadier general. His assignments included commanding officer, 127th Field Artillery Battalion, 127th Field Artillery Group, 35th Infantry Division Artillery and deputy chief of staff, Kansas Army National Guard.

He worked for Dun and Bradstreet and then as a professor for Kansas University. In 1982 he was given the designation of distinguished professor. He also taught at Washburn University. He founded the Annual Tax Conference in 1958 and was the first director of the KU executive development program. He co-authored the textbook “Cost Accounting.” He was appointed the first Kansas Legislative Post Auditor in 1972 and secretary of administration under Gov. Robert Bennett in 1975.

Mr. Weltmer’s memberships included the Kansas Bar Assn., Phi Alpha Delta legal fraternity, Alpha Kappa Psi business fraternity, American Accounting Assn., and Sons of the American Revolution. He served as president of the National Guard Association of Kansas, Midwest Business Assn., and was on the board of directors for the Downtown Lions Club. He was a former chairman of Continuing Education Committee Saline/ Ottawa County Bar Assn.

He married Ellwill Shanahan, who died in 1983, and Clare Hartnett, who died in 1999.

Survivors include two stepsons, Andrew Hartnett, Salina, and Larry Hartnett, Jackson, Wyo.; and two stepdaughters, Mary Bicknese, Bloomington, Minn., and Kathleen White, Valentine, Tex.

The family suggests memorials to the Kansas University School of Business.
