Topeka ? He was born July 25, 1951, in Horton, the son of John and Shirley (Neel) Carter. He moved with his family to Lawrence in 1955. He attended Lawrence public schools, graduating from Lawrence High School in 1969. He attended Kansas University, majoring in theater.

After his service in the U.S. Navy, Mr. Carter settled in Topeka, where he was active in Topeka Civic Theatre. He worked for the state of Kansas, former Gov. Joan Finney and then again for the state of Kansas with a total of almost 20 years of service before retiring with disability.

Survivors include his mother and stepfather, Shirley and Frank Case, Lawrence; and a brother, John, Lawrence.

The family will receive friends from 5:30 p.m. until service time Friday at the funeral home.
