On March 27, 1902, the Lawrence World said, “Lawrence and Douglas county have been working hard on one of the most important sociological questions confronting the American people, that is how to deal successfully with the dependent classes and pauper element. While it would be presumptuous in the extreme to claim is so short a time to say we have solved the problem or any ways near it … we do not hesitate to say that we have made a start in the right direction.”
