IN 1977

It appeared the March 8 water bond election, which had led to approval of bonds for a water plant near Clinton Lake, would have to be repeated July 19 because of technical problems in the original ordinance for the process. The bond issue had been for $8.4 million, had easily won voter approval and was expected to do so again.

IN 1962

A revamp of city zoning laws was proposed by city planner Ray Wells in a 181-page report. Under the proposal, virtually all phases of development would be affected, with significant changes in lot size standards, parking requirements, flood area zoning and the board of zoning appeals.

IN 1902

On June 8, 1902 the Lawrence Journal, in the wake of a recent incident where a prohibitionist named Emerson was accused of having a weapon during a raid on a Topeka saloon, observed “A man who will take a club or a stone or a revolver in his hand and go on the street to lead a mob and undertake to enforce law by invoking anarchy, is a much more dangerous man than one who sells whiskey. Temperance should mean something more than the hatred of whiskey. It should mean that a man can control himself, and by his example control others for good. The man who goes about making trouble and inciting to riot is not a temperance man; he would be better off, and the world would be better off if he drank whiskey instead. The illegal smashing of saloons is nearer to anarchy than the selling of whiskey, and anarchy is a crime only a little lower than treason. Which suggests the idea that the prohibitionists ought to nominate temperance men for office.”
